Minute of the Richland County Zoning Committee Meeting

Monday, May 3, 2010

 

Item # 1          The Zoning committee meeting was called to order by Harriet Pedley, Zoning Administrator at 9:30 am. Those present were Sue Triggs, Jim Lewis, Richard Rasmussen, Bob Holets, Gaylord Deets, Virginia Wiedenfeld, Marilyn Marshall, Paul Klawiter, Harriet Pedley, and Cheryl Dull taking minutes.

 

Item #2           Motion by Holets, seconded by Marshall to nominate Rasmussen for Committee Chair of the Zoning and Land Records committee.  Motion carried.  Motion by Deets, seconded by Wiedenfeld to close nominations and cast a unanimous ballot for Rasmussen.  Motion carried.

Motion by Wiedenfeld, seconded by Holets to nominate Lewis to Vice Chairman of the Zoning and Land Records Committee.  Motion carried.  Motion by Deets, seconded by Rasmussen to close nominations and cast a unanimous ballot for Lewis.  Motion carried.

 

Item #3           Motion by Lewis, seconded by Wiedenfeld, to approve the publication and agenda as presented. Motion carried.

 

Item #4           Motion by Marshall, seconded by Holets to approve the minutes of the April 5, 2010. Motion carried.  Land records minutes will be presented for approval at the next meeting.  The name of the Committee is Zoning and Land Records Committee.

 

Item #5           Klawiter stated that the Land Records officers met on April 9, 2010 to discuss the Wisconsin Land Information Program grant. The County in the past has been funded up to $50,000. Triggs collects the fees as part of the recording process which is allocated to a Land Records fund. The county retains $2.00 of every $4.00 recording fee and the balance is submitted to the State. The WLIP sets a minimum dollar amount that every county should receive. If the county does meet that amount then the program provides a grant to equal the minimum dollar amount. The County collected about $17,000 last year and normally we could get $33,000 from the State but the grant amount available for us this year is $24,000.

            The officers met, along with Todd Halverson from MSA, and together they came up with 4 projects.

1)    $12,000 to continue the county project of placing coordinates on already established corner monuments. 

2)    $1,400 for Adobe Acrobat Suite to assist us in producing our own plat books in the near future.  This will be an effort between the county and Extension in the plat book production to create a larger revenue source.

3)    $6,000 for mapping of highway right of way plats. MSA and the zoning office will work together on this project as they are very time consuming.

4)    $4,700 for scanning and creation of a database for tie sheets with the end result of having this information available on the county web site.

Motion by Holets, seconded by Wiedenfeld to approve applying for a grant amount of $24,100.00 to and send it to the next available county board session.  Motion carried.

 

Item #6 & 7    Harriet has provided to the committee a copy of the official letter for the Working Land Initiative which was dated April 12. DATCP has 90 days to comment on our ordinance revision which would be July 12, 2010. Keith Foye stated that may not take the full 90 days for their review.  Pedley reported to the committee that several people have inquired about rezoning and chose not to when they learned about the conversion fees. There were two legislative bills presented either putting of the conversion fees or eliminating them altogether but both of them died when their session ended and no action was taken.

 

Item #8           Donald Herbeck was present to speak about the Herbeck violation. His brother, Keith is the party that has the horses on property zoned Commercial. Donald Herbeck informed the committee that his brother wants to move them to their mother’s property in Sextonville which is also partially zoned commercial. Pedley informed the committee that all she had been told was that he, Keith Herbeck, was building a corral somewhere for the horses. Now that she knows the location she will contact him and tell him the new property in Sextonville is not appropriate. Chairman Rasmussen inquired about repercussions. Pedley stated it he does not move them the county will have to file suit.

 

Item #9           The Richland County Land Records Plan is due to be updated by July 1, 2010.

Cheryl Dull from the zoning office will take the minutes for the combined committee. There are two rezone requests so far for June.  One from Paul Deckert in Dayton Township and one from the City of Richland Center concerning their wastewater treatment facility since they are looking at expanding the area needed.

 

Item #10         Next meeting is June 7th at 9:30. Motion by Holets, seconded by Marshall to adjourn at 10:09 a.m.  Motion carried.
