RICHLAND COUNTY ZONING COMMITTEE

MEETING MINUTES

August 7, 2006

 

Item #1            Rasmussen brought the meeting to order at 1:00 p.m.  Those present were Richard Rasmussen, Marilyn Marshall, Bruce Wunnicke, Carol Clausius, Betty Havlik, Harriet Pedley, Mary Storms, Vivian Kadousek, Gordon & Marsha Keller, Ray Starnes, and Dennie Jax.

 

#2                    Motion by Marshall, seconded by Clausius to approve the publication and agenda.  Motion carried. 

 

Item #3            Motion by Wunnicke, seconded by Clausius to approve the July 10 and July 13, 2006 meeting minutes.  Motion carried.

Start of Public Hearing 1:02 p.m.

 

Item #4            The committee heard the petition of Dennie Jax to rezone approximately 10 acres from Agriculture/Forestry to Agriculture/Residential in Section 27 of Henrietta Township.  Jax explained to the committee he purchased the Baas property which had 110 acres.  He would like to sell approximately 10 acres with the house and outbuildings.  There already is access to this parcel.  Starnes stated that a neighbor would like to buy the remaining acres on the same side of the road as the house is on.  Pedley stated that we had received notice from the town and they had no opposition to this.  Motion by Clausius, seconded by Wunnicke to approve the rezone request of approximately 10 acres from Agriculture/Forestry to Agriculture/Residential in Section 27 of Henrietta Township.  Motion carried.  Pedley stated she would need the survey to her by Tuesday the 8th to make it to County Board which will be Tuesday, August 15th at 7:00 p.m.

 

Item #5            The committee heard the petition of Gordon and Marsha Keller to rezone approximately 15 acres from Agriculture/Forestry to Agriculture/Residential in Section 10 of Orion Township.  The Keller’s explained that for banking purposes they need to apply for this rezone.  With the lay of the land the survey is complete with 13.09 acres.  The Town of Orion approved the request.  Motion by Wunnicke, seconded by Marshall to approve the request to rezone 13.09 acres which the survey details, from Agriculture/Forestry to Agriculture/Residential in Section 10 of Orion Township.  Motion carried.  Pedley already has the survey for this parcel.  Petition will be sent to the next County Board session which is August 15th at 7:00 p.m.

 

Item #6            The committee was to hear the petition of Freeman Decorah to rezone 5 acres from Agriculture/Forestry to Agriculture/Residential in Section 7 of Westford Township.  No action taken as there was no one present.

Item #7            Discussion/action on zoning office personnel changes/adding a seasonal employee and changing the job description of Zoning Technician to GIS Technician – Pedley explained to the committee what she foresees might be a good direction for the office to take.  There was discussion between the committee and Pedley on this matter.  Pedley was advised by the committee to write the new job descriptions, put together the wages and other pertinent information and present it to the committee.  Personnel Committee meets on August 28th.

 

Item #8            Preliminary review of 2007 budget – Pedley stated that the budget sheets are blank at this time as she was waiting to see how Item #7 would go.

 

Item #9            Friends of Richland County vs. Richland County – Pedley stated she had nothing to report at this time but will keep committee apprised of any news.

 

Item #10          Comprehensive Planning – Pedley said she has been reading every plan and making comments to the towns.  She would like to invite the town’s planning commissions and town boards to a special meeting in mid-September to go over things with all at one time since a lot of their plans have some of the same ideas corporated into their plans.

           

Item #11          Zoning Violations –  Nothing to report at this time

 

Item #12          Report from zoning administrator          

a.       Set date for special budget meeting (August 28th) – opinion of the committee that they will not have a special budget meeting date

b.      Discussion of sign ordinance – this does not need to be acted upon now as the situation bringing this up has changed.

c.       Definition of “park models” – this also does not need to be acted upon now as the situation bringing this up has also changed.  It was asked by a member of the committee what is a “park model” and Pedley explained it is sort of a cross between a mobile home and a camper.

 

Item #13          The next meeting will be Tuesday, September 5, 2006 at 1:00 p.m.  Motion by Clausius, seconded by Marshall to adjourn.  Motion carried.
