Item #1 CALL
TO ORDER The Zoning & Land Information Committee meeting was called
to order by Chairman Rasmussen at
Item #2 Approve agenda and publication Moved by Bob to approve the publication and agenda, 2nd by Virginia. Motion carried.
Item #3 Approve minutes of the January 9, 2014 meeting Moved by Virginia to accept the minutes are presented, 2nd by Jim. Motion carried.
Item #4 pay bills Matt
stated he is present because there was a question on one of his bills last
month and he would like to explain his bill for database editing invoice. He
stated he grouped his hours together on the last day of the month in order to
simplify his bill.
Paul presented a bill for $1800.00 for Azmark for coordinates of 30 corners @ $60.00/corner completed in December. Matt verified the work has been completed and reminded the committee this is money that is coming out of the surveyors budget. Moved by Bob to approve payment of the Azmark bill, 2nd by Gaylord. Motion carried. Remaining corners from Azmark will be billed at $138.71 for 30 corners.
Item #5 2014 Contract with msa Paul
presented MSA’s contact for 2014. They have changed $2500.00 per year in the
past. This year they have increased it to $3000.00. Larry felt a 20% increase
was a little high. Paul stated he has not had any contact with them, he was
handed this contract recently. Matt asked how much
technical support do we get from MSA? Paul stated that
would be a question for Mike, Mike referred that question to Lynn. Lynn was then
asked to come to the meeting to answer the committee questions.
Item #6 farmland preservation conversion fee account Mike presented 2 documents that the farmland preservation conversion fees shall be kept by the counties and shall be spent for zoning and/or compliance monitoring. The resolution doesn’t specify which department is to spend it. The transfer of money was tabled at County Board and it will go back before the County Board at the next meeting. Mike stated we do need to complete the Farmland preservation ordinance so some could be used for that.
Item #7 waive
fee request The
City’s Municipal Waste Water treatment plant are
asking that the some fees be waived because some are structures and not
buildings. Mike looked back through Consumers Coops permits for bins that were
built and they had to pay fees for everyone they built. Mike stated they are requesting
fee waiving of approximately $3000.00.
Item #8 office
report Mike
reported there are 2 rezones that have not gone to County Board yet. One is Weeden who picked the surveyor they we just released from
contract, apparently they are still not doing work and Welte
which has a deed restriction. He reported Phyillis
Keller is selling land to her son and keeping a small amount of acreage and Dave
Matthes is selling land, keeping 5 acres to create holding pens for animals
prior to auction. Both will be coming before the committee next month.
Richard presented a non-metallic mining ordinance that is more condensed then previous versions presented. Richard is going to ask that this version be brought before the sub committee tomorrow afternoon, the Frac Sand Committee February 10th and the Zoning Committee in March. Bob stated he feels the sub committee has not gotten to the point were they have discussed exactly what they want in the ordinance.
Mike stated Richwood Township had a town meeting last month with a vote for the Township to go to County wide zoning.
