The Richland County Public Health Department was a one nurse agency for the early 1920's when it was established until the advent of Medicare in 1966. A federal start up grant and a small amount of local funds made it possible to establish a home care program. Home care continued to grow and became a profitable endeavor for the County. In 1991 the Richland Hospital notified County officials of its decision to create its own Home Health Agency.

After consideration and study, the Board of Health and subsequently the County Board determined it would be in the best interest of Richland County to discontinue its Home Care program. Since 1991 the Health Department has focused on Public Health.
